Why is the web configuration interface not letting me change my settings to dial domestic and international calls via land line?

The only scenario when this could happen is if your Land Line is not available. In this case, the FREETALK® Connect•Me will use Skype for all the calls. If you do have a Land line, please check the cables to make sure they are connected properly.
